Officials and residents alike describe a moment of transition, one that has been building quietly for years and is now arriving all at once. The details, they say, will matter as much as the headline.

For families on the ground, the change is practical before it is political. Commutes, school timings, prices at the neighbourhood market: these are the measures by which most people will judge what comes next.
